This is an OLD RARE WATERBURY TAMBOUR Mantel.  Rare???   Because it contains two complete clock movements, the upper movement controls the Westminster Chime & Hourly Strike, The Lower Movement Controls the actual running of the clock—the Time Portion of the clock.   The dial has pin stripping, Very Unusual with the old raised numbers.  Chime silencer is arbored on dial along with Regulating arbor.
